Is the debt solely based in New Zealand?

The following link is the one that relates to consumer affairs in New Zealand and may help but more info might be needed to help. It is possible that New Zealand has similar laws to the UK but with their own interpretation of them.

Here's some more info from another new Zealand site:

Hello KMRIA and welcome to Legal Beagles.

Although New Zealand has a Common Law legal system like the UK, there are a number of differences. Your best bet is to contact the NZ Ministry of Justice. Their website address is Search New Zealand Government — newzealand.govt.nz, then put "Ministry of Justice" into the search engine. In the UK, the Ministry of Justice deals with matters such as debt collection. Sorry I can't be more helpful, but hope this points you in the right direction.

This one appears to cover debt collection in New Zealand under the Fair Trading Act 1986
