Hoping someone can advise. My daughter rents a shared 4 bedroom flat with friends above a pharmacy. The pharmacy and flat is owned by the same landlord. There is one water meter located in the pharmacy and the water bill is split 85% flat tenants and 15% the pharmacy (as set out on the tenancy agreement). The water bill is set up in the landlords name and as business water rates which includes VAT. The flat tenants have had their first bill and it seems very high and vat is charged. The flat tenants have asked the landlord if a smart water meter can be installed for both the pharmacy and flat so they only get charged for what they use but the landlord refuses. So my queries are:
1- can the tenants insist the landlord installs a smart meter for the flat?
2- assume businesses pay higher rates than domestic rates?
3- assume domestic tenants shouldn’t pay VAT?
4 - it it illegal for a landlord to charge domestic tenants business water rates
