If a block has Economy y7 / storage heaters in each apartment and the heating/hot water is working but possible the timer in the communal cupboard is set to slightly the wrong timings (even after being adjusted - i think it is 30mins out on the timer), is this classed in ;good working order'?

I believe it is in good working order as it is providing all tenants the mandatory heating and hot water (and has been tweaked on timings before to be more off-peak), so just need to understand how this sits under S11.
