Hi! My first post here so hoping I can get some help as I haven't been able to find any elsewherer.
My terraced house is ex-council (I have a mortgage on it), and the two neighbouring houses are still council owned. A couple of years ago the council replaced the concrete (Finlock) gutters to the neighbouring houses - I didn't know this was happening until the job started.
Some time after, I noticed that where the new plastic gutters join mine, whenever it rains there are huge wet patches down the outside wall on both sides of the house (also front and back). I also have wet patches inside my house in one of the bedrooms.
I first reported this to the council in February this year. It took absolutely ages and an email to my MP to get them to come out and look which was in July. The inspector agreed that the joints need to be sealed. He also said "you'd think they would have told you the work was being done and you could have had yours replaced at the same time" (words to that effect). He said that the damp patches inside are not caused by the leaking joints, but by leaks along the gutter due to gutter lining having perished over time. I don't have enough knowledge on the subject to know whether this is correct, but I do know that water will track its way through bricks etc and find a way in.
There is no downpipe on my house. It's a block of 5 houses - if mine is house 2, there's a downpipe on house 1 and house 4.
The joins have still not been sealed.
I've now put in an official complaint to the council. I've received a response to the complaint which just outlines what I've said and gives me the opportunity to make any other points, so I'm partly posting here to get other people's thoughts in case I've missed something I could point out to them.
I suppose my question is what can I expect from this? Ideally I'd like them to replace my gutters and make good the damp patches inside! I've been quoted £2400 to have them replaced by a local guy who apparently specialises in concrete guttering removal. I suspect a larger company would charge more, I haven't had any other quotes yet.
