    Hi
    if I have stalled my car on a red route clear way and was trying to start the car, was there for 30 seconds or more, would I receive a penalty notice or should I challenge this?

    2nd point-. The picture received shows a person next to my car outside as to show he was going to sit in my car but was not as there is another car that is parked (on the left) properly and was going in or out of that car. Is that what they have captured on the image to claim I had stopped.

    3rd point- the car on the right is also next to me and passing me (but image shows it to be the same as car in terms of stopped as my car in the still image) with no person next to it.
    How can they state that I had stopped then?

    Please advise as per above situation.

    If you had ‘stalled’ your car for 30 seconds and someone has been recorded entering or leaving your vehicle then it’s possible that you will receive a penalty charge notice on public roads or a parking charge notice on private land.

    Did you receive a ‘Penalty’ charge notice or a ‘Parking’ charge notice?

    It’s not clear from your opening paragraph in the 1st post if you are seeking general advice to a potential scenario, however the 2nd and 3rd paragraphs confirm that you have received something in the post already regarding an incident.

      You can only stall in a bus lane if you are within the bus lane. What others are doing is not directly relevant.
