    Hi, I hope someone can help me! I live in the middle cottage in a row of 5 for several years and these cottages all have a right of way across each others gardens, out to the side lane where our bins are and if friends/family want to visit and come in that way. I have new neighbors who moved in a couple of months ago and I came home to find they have erected a huge fence - with gate- which is between my garden, their garden and the side lane which I use frequently to put my rubbish out and to access with shopping or after a walk. This fence and gate have stopped my cat being able to get out at night and during the day when I am at work. I asked them to provide access for my cat and they did 'part time' - often they put a blockage of some sort over this access and I have asked them to please keep this passage free for the cat. They have now told me they don't want me or anyone I know to go across their land and that they will be putting a lock on the gate. This will mean I can't get in the back way and neither can any of my visitors. Doing this will also stop the row's window cleaner to gain access to all our cottages to clean our back windows...they said we'll have to 'book in with them' to let the window cleaner only come when they are home! The window cleaner has always come whenever and we can't 'book him' for when they are home as they work full time. I have checked my house deeds and the right of way/public access is clearly outlined to allow access for myself etc to cross over 'their property'. They are police (apparently) and ISIS were after them and that's why they have moved to our little village and! they put the fence up for added security...
    My survey report also states it is a right of way. Can anyone help me please x

    I am surprised that you should learn that ISIS are a threat. If you know, then they need to know, and if they come to know that you know, they may want to move on. Problem solved.

      So don't they realise ISIS too might want to use the RoW if they come visiting, and I doubt a fence will stop them!

      Besides substantially interfering with your RoW, how high is this huge fence? Anything over 2 metres will need planning permission.

        Could you be clear here. Are you telling us that your neighbour has erected an enormous fence that your cat cannot climb and is also a fugitive, wanted by the Police AND also is an ISIS’s target?

          Yes to 'they have erected a fence and gate my cat get over'
          No they are not fugitives, they ARE police and told me they have moved to my little village because ISIS is after them!!!

            If the fence is on the right of way blocking your access they are causing a substantial interference with your rights If the gate is-on your row and they are locking it they are again causing a substantial interference with your rights . Both scenarios allow you to go to court and get them removed .

              errrr why would they tell you (who could be an ISIS agent) this information? I think they are spinning a yarn!
