      Thank you, let me rephrase the question - would a hypothetical parking company have breached any legislation if said company had knowingly breached the relevant ATA Code of Conduct directly relating to the parking incident which gave rise to it's obtaining keeper details from DVLA ?

            That is not what is defined as a grace period.
            The grace period is allowable at the end of a parking event.
            As we are dealing with hypothetical issues, BPA or IPC?

                I haven't found a defined time but the actual time given in my hypothetical situation is what it takes for a person to take 2 photographs with a smart phone + a few seconds observation time in approaching a vehicle

                              I don't want to give too much detail on a public forum but if it is possible to send images via private message then I could send you my NTK, if you are receptive to that, although if I am acting covertly I suppose I could create a false one but it's the best I can think of.
