Taxi license mini panel hearing

Hello,
I applied to be a taxi driver at Wolverhampton council. In a main time I received 5 points on my license and now i need to do mini panel hearing. Can someone give me an advice what should i say to them to make sure to get my licence?

I hear taxi appeals sometimes as a magistrate. 5 points is odd - 2 x 3 would be possibly low level speeding - was this a high speed? Whatever it was you are going to have to convince them you are a safe driver...do you have a previously unblemished driving record? Was there a "reason" for this? I think it will be an uphill struggle

my driving license was revoked by DVLA for medical reasons I pass the medication test and I was reinstated my drivers license. At Wolverhampton mini panel they refused me my private hire badge because I did not have my new license for 12 months. When I have passed my drivers license 40 years ago.
