Disabled man forced out of his flat

Household disabled person in sheltered accommodation told to pack up his flat and move out for the day or pay !

my father in law is disabled and housebound. He lives in sheltered accommodation in a lovely flat managed under Anchor housing association. He has carers 4 times a day and a district nurse to care for him and his medical requirements They have to tend to wounds , empty his urine bag and his stoma bag. Not very pleasant. Unfortunately one of his neighbours has repeatably had bed bugs and the building has to be treated for the infestation. My father in law has had to vacate his flat for 4 hours recently and sat in the communal lounge. Not comfortable for him as there is no tv and he is not able to do things for himself so basically he stared at 4 walks for 4 hours. He cannot read as his sight is impaired.

Now he is being told that next Wednesday he will need to vacate his flat for the entire day. Pack up all his belongings. Bag everything up , strip the bed down to the frame etc. I must point out that they have never found any bugs in his flat but are doing this as a precaution. He has been told that any delays vacating the flat will be charged at £80 an hour and they want him to sign a disclaimer .

He is already recovering from a fall he had due to the association’s negligence which is being investigated. Now with this recent event I’m afraid it will tip him over the edge. He cannot possibility leave his home all day and bag up every photograph , ornament etc his flat. Where do we stand with this ?

Look first to the tenancy agreement. If it is sheltered accomodation, the idea is to protect him from such interference. What special provision is made?

Thanks everyone but I kicked up such a fuss and quoted that the housing association had a duty of care over all residents that they cancelled the treatment and looked at another way of doing this as so as residents were only out of their flats for a few hours v
