Parking charge notice

Hello,
. My household received a parking charge notice thorough the post yesterday from NCP sent as notice to keeper but was dated as being sent on 13th January 2022.
Even stranger than that is that the offence date was October 29th 2021.
. I believe it was sent out of the timescale required for such offence but am asking if anyone can back me up on this
