    hi all, i did a quick search and haven't really found any threads so here goes:

    i live in a ground floor flat, in a converted house, with another tenant living above me in a separate flat. we both are council tenants. back in november a pipe burst in the loft of the upstairs flat. major damage to upstairs, and with it being wooden flooring/floorboards, it leaked heavily into my property and caused a fair amount of damage. The council initially asked for a list of damaged items and cost and bank details to pay me for the damages (~£4000 including some compensation and the cost of temporary accomodaiton rent). once they saw the amount i was claiming, they passed in on to a liability firm, who have now said that the council are not liable to pay me for my damaged items because they were not negligent. now, 3 months later, the council have finally completed redecorating my flat including installing new flooring for me, so i am due to move back in this weekend. I owe £1200 in temp accomm rent which was to be inluded in the claim against the council, which they are now saying they won't pay. they have not reduced my property rent even though i have been unable to live there. They have offered £1000 gratuity which i feel is an insult.

    what can i do next, anything?
