Help!?
I received a text today from Gladstones saying I owe £170. I called them as I had no idea what this was in regards to, and was told it was for a PCN I received for parking in a no-parking area back in Bristol, in 2019. I have no recollection of this and also received no notice of the original charge so I was unable to dispute it.
When I called Gladstones they said that Park Watch had sent correspondence to my parent's address (registered on my V5C as I was a student at the time). Although even though I was not living at the address on my V5C, my parents regularly pass on any letters with my name on and they still have not received any notice of any of these letters. I requested that they check today and they still could not find anything relating to this PCN. Gladstones told me the dates the letters were sent to the address on my V5C but I honestly don't think they were delivered - either they're lying and didn't send them, there's an error on their side or the royal mail haven't actually managed to deliver the letters?
I genuinely cannot afford to pay this fine with my latest energy bill of £450, and I made this very clear to Gladstones on the phone. I also made it very clear to them that I thought this was a completely unfair charge as I had no prior notification or knowledge of this ticket to either my current address or previous and failed to receive correspondence from Park Watch up until I received the text from Gladstones this morning.
What are my rights? Can I not pay this?
