      Ok so it isn't too late! Planning has not been given. Get onto your local councillor immediately and express your concerns. It may be that she/he will call it into planning committee for a decision (so it has to go in front of all councillors and the decision is not made by one officer) Also write into the planning dept (you will find full details of how to submit comments on their website) and submit your objections formally and in writing. Do some reading up on valid planning objections before you do. The fact that it takes your land and you have not been formally notified is an objection I believe. Research right of light and overlooking. Go online and find the application and look at all the plans and submissions and object to anything which does not appear to be correct. If you wish to protect the value of your home you will have to take matters into your own hands. It may also be worth going to see the neighbour and asking them to amend the plans so you will not object - this can be done.
