I would very much appreciate your help regarding the following issue.
I was sent a PCN for non-payment of a Congestion Charge which took place on 19/10/2021, however the PCN was issued on 11/01/2022.
I was also not the driver of the vehicle at the time, as I was outside the country that day (however the driver did have my authorisation- don't know if it matters).
My question is, are there legal grounds for this to be cancelled as was not delivered by 14 days, or does it not fall under the limits of the protection of freedoms act?
