    looking for help I have received a PCN from smart parking,

    if you look at photos for dates it happened on 28/7/21 and dated 13/8/21 received on 17/8/21, am I right to say that this falls outside the 14 days they have to issue it ? Any advice on this will be great I am going to try and appeal regardless but if this is case just makes it whole lot easier.

    the sign says 3 hours free parking I entered at 10.02 and left at 13.15 yes this is more than 3 hours but when you have a screaming 7 month old baby needing breast fed trying to get back to your car clock watching is a nightmare to start with. I realized I was over the 3 hours so I went to payment machine before going to car to discover they don’t take card I mean come on covid who carries cash now ? So then had to stand and try and download the ringo app in a bad signal area this alone toke about 5 minutes, once it was done I paid for 1 hour of parking then back to my car and left car park but have been charged so I’m going to try and appeal on the grounds that I paid for extra hour.

    any advice on anything will be great,

    Dear Sirs,

    I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx

    You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

    There is no legal requirement to name the driver at the time and I will not be doing so.

    Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

    First class post with free certificate of posting from a post office

    post up a readable version of your PCN please and as well as crossing out the PCN bar code.
    Edit your post so the identity of the driver cannot be inferred

          The PCN is still not readable, insufficient definition. The Bar code is still in place and they can read that to find the PCN number. Acouple of vertical lines in the code should kill that. You have still not edited your first post.
