It will sound quite threatening, and be all legalese as it is designed to pressure you into paying.
However they are just empty threats

And can you tell me please if I would travel by car why they would take registration number into there note ?


They wrote long number which was written on my driving license. But I didn’t go by car as I cannot drive. I don’t know how to drive.

If if I could why they take registration number for there record why ?

Perhaps they just collect licence numbers the way some people collect train numbers

They can't do anything with it so stop stressing.
Presumably a provisional licence if you do not know how to drive
