    Due to unforeseen circumstances I was 30 minutes over the ten minute allowed time at a hospital drop off point in Newcastle.
    The incident took place on the 12/02/2021 but I was not issued the PCN until 07/05/2021 (104 days later) and it did not arrive in the post until 5 days later 12/05/2021
    Does this exceed the statute of limitations? Making the PCN Invalid ?

    You edit so that the identity of the driver cannot be inferred, the driver parked the keeper received the notice.

    Is this a hire car and if it is did you receive other paperwork with it.

    Does it mention Protection of Freedoms Act on the reverse?
