Can a garage hold a car to ransom

I had two cars repaired at a garage I owe Ł270 on one which I will pay but the works they have charged for don’t seem to be done .the other car I owe Ł2000 for which I have also I have been charged for work that has not been done . After 2 months I have received a bill of what was done on the car I have and will get it inspected by a company ,before going to court
the garage is saying it’s one case so unless I pay the full charge the will not release the car they have. I am saying it’s two seperate matters so I pay the Ł270 and I get the car back with receipts
