    Hello
    I Live with my partner in a 1 bedroom flat in a building which has
    Several ( nine in total) flats and a cellar which is not owned by anybody
    The person who runs the management company owns one of the flats in the building
    He has removed all our belongs from the cellar saying that this is a fire hazard and has replaced the lock on the cellar door and refused to give us a key to the cellar even though our electricity meter is in the cellar. And has informed us we and nobody in the building can store anything in the cellar yet he does not own the cellar he only owns a flat can this be done?

    Someone owns the cellar presumably the landlord and if the management company is managing the building on behalf of the landlord, he has every right to do whatever he likes to the cellar, including locking it.

        There is no landlord as far as i know , but i have never heard of one how would i find out please

          Someone must own the building you would need to do a land registry search it costs £3 https://www.gov.uk/government/organi.../land-registry

              If you need to ask a proper legal expert for free, ring LEASE on 020 7383 9800. LEASE only deals with long leasehold rights as above.

                My leaseholder emptied and disposed of everyone's belongings from communal cupboards in shared hall/stairwell due to fire regs. But we have key and access to them to read meters.

                  Hi does the person who runs the management company have to supply us with a key from a legal standpoint, as we have no way of gaining access to the cellar where our electricity meter is is kept or wherever wish to store item's which are non inflammable ( such as bikes) but I am most concerned with not having access to our electricity meter for bills and if essential work needs to be carried out please can anybody help

                          Okay, legally meters belong to suppliers.
                          However, my understanding is that owner-occupiers (long leaseholder) have a right to "free passage" for running all services from and to the demised premises, wherever these service runs may be. So you should have free access to the meter

                          Presumably this Property Management Company is registered, and has at least one director. The residents are all members
                          Discover the name of the company, check at companies house and check the responsibilities.
                          Who appointed the manager. If it was a self appointment perhaps call a locksmith..... and give every leaseholder a key

                          Also check the lease, and for further advice check with LEASE on 020 7383 9800.
