  • Help/advice Uk parking patrol office

received 2 PCN from uk parking patrol office, was the hirer of the vehicle the date for actual overstay was 19/8/2020 & 31/8/2020
Issue date 20/10/2020 received these 2 letters 5 days ago part of the address is wrong but was wondering as the hire company named the driver does the 14 days still apply it was from an anpr pcn. The letter states driver
then received 2 more letters 2 days ago same reference numbers but information about the overstay are different days and times and no longer was the hirer of the vehicle
I just want to know the best way to appeal

The hire company named the hirer, they were not there at the time and could not name the driver.

The 14 days does not apply, it can be about 100 days if there is a windscreen ticket.

Edit so that the identity of the driver cannot be inferred. The driver parked the hirer received the notice and is handling.

Post up those PCNs, there seems to be something strange. Use a hosting site such as imgur and post the link here

With the letters did you get additional documentation with them?

Take down those notices and edit to remove the PCN number.

            With no additional documents then:

            Sirs

            Ref PCN xxxxx VRM yyyyyy

I am the hirer/keeper of the above vehicle and am in receipt of the PCN you issued. I have no liability on this matter as you have failed to meet the requirements of Schedule 4 of The Protection of Freedoms Act 2012 namely, but not limited to, failing to supply the additional documents mandated by section 14 (2) (a) of the Act. You cannot therefore transfer liability from the driver at the time to me, the hirer keeper..

There is no legal requirement to identify the driver at the time and I will not be doing so.

Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

            Yours etc.

Send by first class mail with a free certificate of posting from any post office. Send so that it arrives on day 19 after the date on the Notice you received so that they can't correct and reissue within the relevant period of 21 days.

These are debt collectors letters which can be ignored.

Write back to UKPP and complain about being contacted by DRP when they have not had the courtesy to respond to your appeal.

After that it's basically a case of sitting it out until you get a letter before claim
