    I recently returned from Cornwall, a week later I receive a PCN (PCN01) I replied with a letter which can be viewed at PCN02, I have now received a letter PCN03 requesting the original information or payment.
    I do not have the original parking ticket as this was destroyed with all other parking tickets upon my return home. However, the photographic evidence only prove that the vehicle was there, it does not prove parking was not paid for.
    Am I in my right as to request a print out of the parking meter copy for the time period stated on the PCN?
    I am sure that evidence of a vehicle being in a place is not sufficient evidence to say parking was not paid for. The machine did not register the registration of the vehicle correctly the first attempt as there was a delay and it did not recognise the first letter of the registration mark and had to be restarted.
    If push comes to shove, I have photographs on my camera to show I was elsewhere at the time stated on the PCN.

    So write back to them and say you have noted their comments about the Protection of Freedoms Act and suggest that they do the reading and compare the required item 9 (2) (e) with the contents of their initial PCN. They have not complied and therefore there is no keeper liability nor is there a legal requirement for the driver to be identified.
