    Hi,
    I received a parking ticket on the 8th of January 2020. I then received the letter for this PCN on the 24th of January through the post saying I have 28 days to pay or make an appeal. I then made an appeal on the website of the council on the 28th day (21st February) with evidence saying that I was not the driver at the time of the incident could they please reissue this in the drivers name - I received an automatic reply response saying they will aim to get back to me within 28 days and heard nothing - a few months later - I then received another letter stating I have 28 days to make a representation - which I did so on the 3rd of June via their website again and still received no response of rejection or cancellation of PCN and now have debt collection teams on trying to come to my house. Anyone have an idea on what I should do?

    If you are the registered keeper on your V5c, then irrespective of who was driving, you are liable for any fines.You cannot transfer liability to the driver.
