Hi, hoping you can help

Had a PCN through the post as i was parking in a pay and display car par, 27/09/200, but didn't get the PCN till 13/10/2020, id this still the correct law that I should if has this letter within 14days including weekends

Edit your post so that the identity of the driver cannot be inferred, use "the driver ....." etc. The driver parked, the keeper is handling.

What are the dates on the PCN?
