I did not receive any council tax bills for three years

I bought my apartment through the Share to Buy scheme three years ago but the housing association failed to notify the council about the completion so I did not receive any council tax bills until yesterday. The total bill is more than £4,600 and as my wife has been on a statuary maternity leave and I had my hours reduced due to Covid 19, I am not able to pay this.
I did contact the council twice asking them why I had not received any council tax bills but they told me that I had to wait.
My question is, is my housing association liable for taking them three years to notify the council? Is any specific period of time that they have to report completions within?

This is not my area, but it may help others if you could say how soon after moving in you first notified the council, and whether you have anything in writing from them saying you have to wait for your bill.

Your job to notify them. Plus you waited three years until they contacted you. Speak very nicely to them and negotiate a payment plan.
