Parking fine

My wife has recieved a parking fine for 1hr 19 minutes duration, she has over stayed by 34 minutes and totally unaware as she displayed her DISABLED BADGE.
She has recieved all three letters in the same envelope today 29/10/2020 the first Letter dated 17/09/2020 the 2nd letter dated 05/10/2020 the 3rd Letter dated 22/10/2020 like i say all arrived in the same envelope. they are asking her to pay £140 penaltycharge saying she has not responded to the first charge, but how can she when they all arrived in the post in the same letter , can you advise please

This sounds like private parking and it is not a fine. Blue Badge doesn't apply on private land, it's all explained in the booklet supplied with the badge.

Edit your post so that the identity of the driver cannot be inferred. The driver parked , the keeper received the notice and is handled
