Section 215 appeal letter help

I have received a Section 215 and believe that I may have grounds to Appeal, 12th November is the date the Section 215 and I would like help in writing the letter of Appeal or possibly seeing a draft letter to see the 'wording'. I have had difficulty getting the work carried out this year due to CV-19 lockdown's, now Tier 3,and builders etc having a backlog of work, delay's in quotes, work schedules and a difficult Council Officer who has failed to write to me except as emails. when I explained that I don't have a access to a PC or SMART phone and have found it difficult to access a public PC due to lockdown's etc so there were delays in replies. Now, due to bad weather the situation is much worse and I am worried sick, I haven't spoken to the Officer as I have found him quite unpleasant, unhelpful and quite threatening in the past. I need a fairly quick response and look forward to replies. Thanks
