Hi, I have received the above from hammersmith & fulham stating that they believe I am liable to pay a penalty charge with respect to failing to comply with a prohibition on certain types of vehicle. There are camera shots of so-called offence, however one shot is just completely black and the other shows the back of a black Nissan car. The issue I have is that the car in the picture is not mine!! I have a Nissan Micra and the car in the picture is not a Micra - it doesn't look like my car at all. However it claims to have my registration number and when you zoom in the number is very similar but not exactly the same and the one in the picture is distorted. I have tried to go online and argue this but I cannot find a way to do this without claiming that I am either the owner, or I recently sold it or it was stolen. I cannot proceed without picking one of these which obviously are not the case! I don't know what to do - there is nowhere to argue that the car does not belong to me. Are you able to help me with this. By the way I have never driven in Fulham or Hammersmith borough because I have no reason to. On the date/time in question I was at work in Croydon. Please help as I just cant find a way to sort this out!
