JCT CONTRACT -Builder sent invoice directly and not to Contracts Administrator

Hi
JCT Contract. The builder has bypassed the contracts administrator and sent a final invoice directly to us. He has done this as the invoice unlikely to be certified by the Contracts Administrator. Is he allowed to send invoices directly to the client - are they legal without a payment certificate? What can I do?
