There's a growing number of YouTube channels that go around the country testing sites responses to being filmed, I don't condone this waste of time but they do have the law on their side, they are not repeatedly returning to the same sites so it is not harassment and the ACPO has confirmed in writing that there is no offence caused by filming anything or anyone in a public place.
The police seem to be most upset about this and there are a number of videos where their behaviour is ridiculous, even making arrests under anti terrorism legislation. The one I've linked to below is typical of the nonsense some officers are coming out with in order to bully people into moving away , they don't seem to have much idea of the law and are just making it up as they go.
The common sense answer for them would be to ignore those filming and if they want privacy for themselves or their vehicles then erect a fence ?
