I got a PCN in an EXCEL PARKING car park for a major frozen food retailer. Just spent £149 in store had bought a ticket and paid and displayed as the signage says. But it uses ANPR (so no need to display) and as I had not entered my full registration just the first 4 letters and numbers, and it says in the small print on the signage that a full reg must be entered, the ANPR then detects this as a non payment! Is this legal? 4 big signs say it is pay and display, which I did. If they know that a full registration is not entered to issue a ticket then surely the ticket machine can be altered to ask for a full registration? It does not. Appealed and lost....still not happy, want to take it further, any suggestions or advice would be appreciated. Also sign says ANPR MAY operate in this car park! It does, not may! Surely signage should read.....ANPR operates in this carpark. A full registration must be entered as a result! it does not! I think its entrapment.
