In December 2019 at 23.30hr I drove up a service road to what I once knew to be Piccadilly Station Carpark Manchester, to pick a friend up. The carpark was no longer public so had to do a U turn and then stopped to call the friend as to where I can pick him up. 3 minutes . This was a no stop area hence the fine £100. I appealled when I got the notice in January and had a letter back saying if I wasnt the driver then I must say who was. This confused me as I stated in my original letter I was and thought Piccadilly Railways Station carpark was up the back approach road but wasnt and being basically lost at nearly midnight registered disabled and panicking, I made a phone call. I send them another letter explaining the same information again in January.
Today, their debt collection company has sent me a bill for £160 having not replied to my last letter in January.
I really don't know what to do as UKCSP have wiped tgeir hands of the fine as telephoned them today, and the debt collection company are just interested in organising a payment plan.
