Hi, new to forum and just looking for some advice.
a PCN was today received from private parking company G24 Ltd . They demand £100 or £60 if paid withing 14 days.
The parking refers to a date towards end of April, so only have a few days now before the 14 day deadline.
When on route to work (key worker, encase anyone wondering due to date of incident). Driver noticed earlier in day a noise which appeared to be from front of car. When travelling down the road , for safety driver decided to pull in to car park in question to visually check around car. Time was also spent cleaning the windows.
Rightly or wrongly parking was not thought be an issue as the retail shops were all closed due to the current Covid -19 situation. As such it seemed sensible and prudent to pull into car park as it was off the main road and thus safe and would not inconvenience anybody.
No obstruction was caused as car park was empty. In addition not causing any detriment to the contract that G24 would have with retailers or land owner.
If the retail park was open and operational, driver would not have parked unless using the retail outlets.
This is clearly just a way to get money as no one would consider any issue when the shops were all closed, it was late evening and if they did not want or allow any parking, with shops closed down they could have simply put the barrier there across and locked.
Signage is misleading as some say 120 mins max. Gate / barrier to entrance open although sign says closed 1 hour after shops close and all shops closed due to Covid 19. PCN states Nil free parking permitted !!!

The PCN is for using one of their sites and believing that if gates were not closed and all of retail park was shut that (maybe naively), there would not be any enforcement and at worst the usual time allowance would apply if nothing else.
Also I must apologise for any grammatical errors in my initial postings as "red mist" and "haste" got better of me.
I am aware I may have to just pay up or rather be robbed as I do not think appealing to their common sense, better judgement or morals may work.
Any advise as to weather any case for an appeal is available would be appreciated.
