    I have been asked to pay council tax for a property I do not own. I have never rented it either. It was a new build property that had not been signed off, adopted by the council, or received any council services.
    I did stay in the property, at the invitation of the developer, for around six weeks. Do I have any liability?

    The question is one of 'sole or main residence' .

    If you were resident in the property for council tax purposes then you get the bill, if you were not resident then the issue can be argued.

    For them to charge council tax the property has to have been banded but whether or not you get any council services is completely immaterial to council tax legislation.
