    Hi,
    The short-long story is that in the end, I had to pay ~£900 for 2 PCNs, one as Central London Congestion Charge and one stopping in the yellow box(from which one has been imposed to me by an enforcement agent).

    The reasons I'm angry and want justice(chronological order):

    - It wasn't me driving (but yes my car). It was a car mechanic who proposed to take my car for service in the morning and bring it later;
    - I've appealed the PNCs but never received any decision of it(or I missed the letter as it's a shared postbox for the whole house so you never know whose dog might pick it up);
    - Received the letter that it was given to the enforcement company so I paid cause I was busy with other things at that time, thinking that one PNC got cancelled and I have to pay only one;
    - Moved the house, and didn't hear anything for more than a year but recently seems like they found my new address. I tried to call them but could never get to anyone to speak with, so I sent a letter....

    ....anyway I paid after 18 days from the first letter I received(as the agent made sure to wake up all my neighbours at 6AM)

    If I manage to prove either of:
    - Wasn't me committing the contravention;
    - Didn't receive the appeal decision;
    - The enforcement agent acted very quick not giving me a chance to get in touch;

    .. is there such a thing as to be refunded the amount I paid to them?

    Yes you can be refunded if you can overturn them. The problem you may have are the timescales involved. Usual may be to tell you to go to Pepipoo for further advice and in turn they may tell you to contact user Herbie - this link is her own website http://bailiffadviceonline.co.uk/lat...ent-centre-faq
