Marston's Group - clamped car

Thank you in advance for all your help. I have hired a car in June, 2018. I have got a penalty that I was not aware of. In a meantime I have changed the address, which the car hire company has been aware of as I have taken another car from there in September 2018. After 15 months of that date, last December I have received a letter from Marston that I owe them £300. I tried disputing the charge as I have never heard about PCN in the first place. They disregarded everything. Today in the morning, I have got the car clamped - let alone it was annoying, the car is worth maybe £1000 tops. My partner paid them so that the clamp is removed. I requested the council to send me an original copy of PCN and I can see that it was sent to the wrong address hence why I could not respond / pay / defend the court orders. Is there anything I can do to complain / have the money returned to me? The car hire company is in administration now so I'm sure they will just bin any complaint I make to them....*

You need to contact the Traffic Enforcement Centre and ask they send you the correct Forms for an Out of Time Witness Statement.
