    My car was recently given a parking charge notice from APCOA. It was not given for not paying for parking as you have a ticket at entry and then machine pay to stamp the ticket for exit. It was parked in what looked like an empty disabled space in between 2 other disabled parking bays at the local hospital. It was the only space available and a blue badge was left in view in the window. It was a low visibility night as it was dark and raining heavily. On returning to the car the ticket was found on the window saying that the car was parked causing an obstruction.*On looking round it was noticed that it was a walkway for pedestrians but it was not marked as such and there were no signs. I have read posts that say not to pay for parking charges and hoping this will ne the same
    Help please.
