    Hi
    I received a highview parking notice on 20/12/2019 for staying in a tesco car park for 8 hours and 15 minutes on 30/11/2019. Firstly there is no way I stayed in there for that long, I am assuming I went there left and revisited and the cameras caught me leaving. I have looked at appealing but it states you need to provide evidence, I wouldn't have any evidence. My question is should I appeal this? Can they actually enforce it or should I just ignore? Any advice would be appreciated.

    You don't* ignore but this is commonly known as a double dip.* I presume that there was no windscreen ticket so the response is:

    Dear Sirs,

    I have received your Notice to Keeper xxxxx for vehicle VRM xxxx

    You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act. *You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

    Additionally the driver has informed me that they made 2 visits to the site.* Your equipment failed to register this, I believe this is a fairly common occurrence known as a double dip.

    As there is no legal requirement to name the driver at the time I will not be doing so.

    Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.
