    Hi!
    I am here to look for help with an unfair PCN that ended up with my car being clamped.* I paid to get it unclamped for fear of it being towed and now I am finding it difficult to back track or even find the correct information.* Please point me in the right direction! Thank you

      Thanks for the reply PlodderTom.

      On the 9th of March 2019 I visited my disabled friend to help her with something,* when I came to my car I had received a PCN for putting my friends disabled badge out upside down.* My friend contested that PCN and it was cancelled.

      On the 14th of November I left my home to find that my car had been clamped, the enforcement agent was still there and as I needed to get to work and because the enforcement agent said his colleague was on his way to impound my car, I paid £483 to have it unclamped.
      During my investigation, I found that the PCN that I was clamped for was in fact a second PCN issued for the same offence 3 hours after the first one however nothing was stuck to my vehicle.
      I also discovered that my attempt earlier this year at changing the registered address of my vehicle had gone awry and not been processed despite having proof of sending the required forms to the DVLA and I therefore had no knowledge of this second PCN and was not able to challenge it.
      Had I known about it I would have challenged it as a continuous contravention and procedural impropriety.

      I have tried to ask Barnet to help me who referred me to their parking contractor.* When I spoke to the parking contractor they said there was nothing they could do, implied that I will never see my money again, and told me that I should ask for an 'Out of time witness statement' form to submit to the Traffic Enforcement Centre (TEC).*
      I have done so and received the form, however when reading the form it says at the top that the form is for unpaid Penalty Charge Notices.* I am now not sure if I should be filling this form out, and from what I can see I am stuck because I have already made a payment to the bailiff under duress and with little knowledge of the system.* I feel as though the system takes my payment as an admission of guilt rather than an act of desperation.

      Is there any way that I could get this money refunded to* me?

      I feel victimised for a series of events that I had no control over and, needless to say, I am not going to have a very Merry Christmas!*

      Any help or advice would be greatly appreciated.

            You appear to have the right forms but have to be honest and say this is beyond my knowledge.
