Is Beavis Judgement retrospective?

I have today received correspondence from dcbl certified bailiffs in relation to a parking matter which I committed on 3/5/14. I have not heard anything for 5 years ish and presumed it had gone away. It was for parking longer than time allowed at the Motorway Service area at Knutsford. As the offence pre dated BEAVIS judgement on 4/11/15 I am thinking this is non enforceable - as the original summons was. On the rear of the correspondence it states that " This case is not subject to High Court or Bailiff action" which further re inforces my thoughts re not being enforceable. Am I correct?

No, if there was a claim form, then you didnt defend and judgment was entered against you, then the debt is enforceable full stop because its the judgment they would be enforcing not the debt

DCBL are acting purely as Debt Collectors and at present can be safely ignored.
