Penalty charge notice - issued after 14 days

Good evening,

I read some forums about being charged the penalty issued after 14 days. I’ve received a Penalty charged notice for stopping on red route or clearway, but I was parked on the grass.

However the offence date was on the 19/10/2019 and sent out on 04/11/2019 and received in the post 06/11/2019. Am I correct in thinking that this should have been sent to me within 14 days. Do I have grounds to appeal this penalty charge notice?

Offence was 20th September PCN dated 22nd Oct 32 days

Regulation 10(4) provides for 28 days to send the document by post
