    Hello everyone, it’s my first time on this site, I am the registered keeper of this vehicle, however I wasn’t the one driving nor parking on this day. How can I go about getting this ticket quashed?

    The whole situation is a joke, quick back story, the person who was driving is heavily pregnant, had a scan at 12, as you can see they parked at 11.57, after trying to find a space for 10 minutes. This person also has a disabled daughter and a toddler aged 2..

    Trying to get to the reassurance scan, which the person was late for was bad enough, to then find the place absolutely ram packed and didn’t get seen for half an hour, had some issues with the baby, had to go for a walk and get baby moving and then come back for second scan, again a wait, to then be seen. As soon as all was finished said person rushed back to the car and left. In a rush with the kids they obviously didn’t read the sign, never been to Manchester before and was following the sat nav to the car park the scanning place had provided.

    After all this information, what if any, rights do we have to make this go away. The driver is already under a lot of pressure and stress with the children and being out of work. I’ve attached a picture of the ticket. Thank you.

    I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx

    You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to give notice of keeper liability as prescribed by section 9 (2) (f) of the Act.

    You gave also failed to issue the invitation to keeper, 9 (2) (e), in the format prescribed by the Act

    Because of your failings you cannot, therefore, transfer liability for the alleged charge from the driver to me, the keeper.

    I was not the driver at the time and as there is no legal requirement to name the driver I will not be doing so.

    I do not expect to hear from you again, or your debt collectors, except to confirm that no further action will be taken on this matter and my personal details have been removed from your records.

    Send first class mail with free certificate of posting from a post office

    They will reject but your appeal to POPLA should be successful
