Claim form from County Court Business Centre re PCN on private land

On 1st April 2016, a PCN was issued for parking on a piece of private land. Poor signage and very poor lighting meant any signs to not park there during darkness were not apparent. 3 years on, despite sending evidence of why I was not paying the unfair charge, a Claim Form has been sent from the County Court Business Centre in Northampton. I have filled in the form ticking that I intend to defend the claim. I have ticked the box ‘ I dispute the full amount claimed as shown on the claim form’ too.
My question is DO I HAVE TO SUBMIT MY DEFENCE AT THIS STAGE WITH THE FORMS or does this happen after the forms have been sent to the court.

After acknowledging the claim you have to supply your defence to the court within 33 days from the date of issue of the claim form

Are you not acknowledging the claim online using the details and password on the form?
