    hello everyone been a wile
    If a person was banned in 1995 for drink driving and New legislation passed 13 July 2013 about high risk offenders and having to have a medical I have a question
    Q If someone was convicted in 1995 for drink driving and then legislation changed in 2013 and no offence had taken place
    since 1995
    would it be correct to say that a medical would not be need as legislation only takes place on the day it passes parliament

    If one had been convicted of an offence which regulations later redefined as HRO I would anticipate that a medical would be required before regaining a driving licence.
    However that is only my opinion as I can't find a definite answer within the regulations!
