UK PMS Regulations - Can a Portfolio Manager (PM) sell other PM funds /products?

I was researching the UK regulations for portfolio management services. I was interested to know ...
1) If registered Portfolio Managers are allowed to distribute third-party / other Portfolio Manager products /funds in the UK.
2) If Yes, what are the possible conflicts of interest / issues faced in the industry today w.r.t. same?
3) If No, is there any specific regulations that restrict this practice?
