Jbw co festoon charge

Hi Iv just found this forum and wondering if anyone can offer some information. I have a large unpaid congestion charge bill that has now been passed on to jbw. I have spoken to them and agreed to pay the minimum monthly payment they offer. ( even though I cannot afford it at the moment) however before I can start making payment they are insisting on seeing 3 months bank statements. I have sent them proof of my bank balance and have proven my benefits, however they are insisting on seeing every transaction I have made in the last 3 months which of course is extremely invasive and unnecessary.
can they reject my payment offer due to this?
and can they continue to add to my debt?

The only fees they should be adding providing they have removed no goods for sale are:
1 - Compliance Fee - £75 charged when they take charge of the account and have sent you a Notice of Enforcement - they can charge this multiple times if there are multiple tickets all being enforced separately
2 - Enforcement Fee - £235 charged when they attend your current address - can only be charged once no matter how many times they visit or how many tickets they are enforcing.
