Today i recived paper copys of data held by vanquis
it contains all transactions made along with a copy of agreement
advice needed to what to do next.
still not received any paperwork from Lowell.

Today recived letter from Lowell solicitors saying copy of credit agreement enclosed and can i now agree a payment plan.
i have NOT really any of the paperwork i requested from them regarding letter before court claim advise please and much appreciated

They did send you the credit agreement though? Is it the same as the copy sent by Vanquis ?

What documents are missing ?

This is the debt that they sent to pre-action letter for? so now, if you don't have a defence, you would be wise to sort out an installment/settlement plan to avoid the next step which would be court action.

They say they sent copy of credit agreement but it wasnt in the envelope.
when i filled in the form before court action i asked for copies of numerous items of paperwork as advised i have had nothing back.

If they don't supply documents i have requested surely thats my defence my debt is with vanquis and not lowell
im new to all this its a minefield

Was it a proper CCA s78 request together with the £1 payment?

Yes i did exactly what you advised

& proof of posting?

Yes i saved copies of everything i sent and proof of posting with signed for and wrote the day they signed for on receipt

If you have proof of sending a CCA s78 request (+ £1) then they cannot enforce the agreement (after 14 days) unless/until they do comply.

They are required to send you a copy of the agreement, or an accurate reconstituted one, all the T&Cs which are relevant to the agreement & a statement of the account.

They said in letter it was enclosed but it isnt is it best to write back saying it wasnt enclosed otherwise its my word against theres.
They also havent sent copies of all the paperwork i requested from the before court letter again i have copies and proof of posting.
i am very grateful for your time and help

Imho it would be the action of a 'reasonable person' to contact them to highlight their mistake.

Others may disagree, but I'm always concious of what a judge might think regarding reasonable courses of action.

If it were me I'd do so in writing with proof of sending. (Keep a copy.)

They also say i have 30 days to get in touch otherwise they will continue with the pre action process.
They also say all other documentation has been sent 19 oct 2018 and 21 January 2019.
i have not received any of the paperwork i requested in the pre action process.
please advice what i need to do now.
