received a PCN (Reminder) Civil Enforcement a while ago and lost the letter with my file, was going through some letters and only saw that it was a PCN which was issued on the 8/10/18 and I am yet to reply.
This letter is a reminder and I do not believe I received an initial letter from them. I have done some research and I intend to reply with this;
Dear Sir or Madam,

You issued me the keeper of the above Car details with a parking ticket on 08/10/2018, but I believe it was unfairly and Ilegally issued. I decline to name the driver, which is not required of me as the keeper of the vehicle. I will not be paying your demand for payment for the following resons;
The Charge is disproportionate and not a genuine pre-estimate of loss
The amount you have charged is not based upon any genuine pre-estimate of loss to your company or the landowner.
In my case, the £100 charge you are asking for, far
exceeds the cost to the landowner. I only overstayed for 12 minutes. I therefore feel the amount you are asking for, is excessive.
THE NOTICE TO KEEPER IS INCORRECT
The Notice to Keeper failed to meet the obligations of Schedule 4 of the POFA Act 2012.
I never received an initial PCN, I only received a reminder letter about 5 weeks after issue date.
If you choose to pursue me please be aware that I will not enter into any correspondence and this will be the only letter you will receive from me until you answer the specific points raised in my letter.
