    The registered keeper of a car has sadly died and also so has the person who bought it (paperwork available to prove it). Whose estate does it fall into?

    The owner's!
    The registered keeper is not necessarily the owner, although the purchaser might have given it to the registered keeper (or even someone else!) or kept ownership themselves.
    Why is there a problem?

      It would be the person who bought it (assuming it is paid for) as being the registered keeper is not proof of ownership. However you can place and notice on the car and contact whoever is in charge of the estate and request them to remove it within the legal period before you can take ownership of it again legally.
