    Have received a number of letters from PCM. Postal notification, Parking charge - keeper liability and Trace Debt recovery UK limited 'case under review'.
    Have not replied to any and unsure of process. So much info on many forums. Some suggesting do nothing and others about appeal to either the retail park who hire company, PCM themselves or POPLA/IPC.
    The driver left vehicle for a short time on a section of road left ready to continue once further development has been built. Fenced off so effectively a dead end, no yellow lines and sign not apparent. Vehicle left in front of another vehicle who said it was ok to stop in front of them as they worked in one of the retail buildings and would not be in way.
    Please advise. Have letters, further pictures of area and sign now 'looked' for. PCN issued in April, charge in June and now demand in July.

    Ignore has not been the advice since 2012 and the introduction of the Protection of Freedoms Ac2 2012.

    Post up the PCN received, suitably redacted of personal and identifying details but leave dates, photos of the area or give a Google Street view link and photos of the signs. You can't appeal to the second appeal body without appealing to the Parking company first. In your case the second appeal is IPC and you therefore would not be appealing to them anyway as you would lose.
