PCN from borough of Islington

Hi people!
I am in real need of some advice.

I, the keeper of the vehicle, has been served with a parking fine of £130 from the borough of islington. The original fine was for £65 if I paid within the 28 days however as I missed this deadline the charge has gone up to £130.

The driver, which I will not mention their name, parked their car in "a restricted street during prescribed hours". However the driver parked the car on a single yellow line and was fined at 11:37 at night! Pretty strange to me as the driver parked the car on a single yellow line and was not parked in any residents bay. Is this okay that they fined at this time of night?


The PCN notice also states photographs should have been taken however after login the PCN code in there are no photographs available. I really do think £130 is really harsh and as there are no photographs I, the registered keeper of the car feel cheated. I feel like they just wanted to try and make money as it's odd the time the civil enforcement officer fined the car.
Is there anything I can do? Can someone please advise? Also please help as I have been away and I have only just received this PCN. What can I say to them to postpone the deadline?

What road was the vehicle parked in?

michael I didn't just receive it- the driver at the time had sent it however I have been away and not been able to deal with this matter earlier. The PCN was attached to the vehicle front window. The road was "Banner Street Zone C". Apparently it states the following above the residents bay "Mon - Sat, at any time, Sun, midnight - 6 am". The PCN was received on a Saturday night at 23:37 however the driver parked the car on a single yellow line so I don't see why this would apply...

This will be a Penalty Charge Notice rather than a Parking Charge Notice and must be paid. If not then the fine will only increase and end up in the hands of Bailiffs and can reach a substantial sum.

You don't give any indication of when this happened but it does sound as if time to pay at the reduced rate has expired.

@PLODDERTOM it is a penalty charge notice. Surely if the driver parked on a single yellow the PCN shouldn't be chargeable and surely if there are no photographs to prove this it should also not be chargeable?

You must take this up with the Council as to the reasons why.

So why didn't the driver deal with it. By not doing so he has landed you with a penalty of £130 because ultimately it is the registered keeper who is liable.

Those times are on the entry signs to Zone C and apply not just to resident and pay & display bays in Banner Street, but also to the single yellow lines. In other words the only time you can park on a SYL is on a Sunday between 6am and midnight.

To be honest, sadly I can't see any grounds for a successful appeal. If the penalty is not paid it will increase to £195, then to £203 and then bailiffs will visit increasing it to £278, then to £513.

I suggest you don't let whoever was the driver have use of the car again unless you can persuade them to pay £130 now.
